The Law Commission of England and Wales and the Scottish Law Commission are conducting a public consultation on provisional proposals to reform the law governing surrogacy. The proposals are to open up surrogacy in the UK, including provisions for paying birth mothers and allowing the advertising of surrogacy-enabling services. This is a major change which will clearly impact on women’s human rights and raises important ethical issues around exploitation and control of female reproductive sex rights.
